PARTNERSHIP WITH MEMORANDUM In orde to improve the quality of life of citizens and better cooperation with organization of civil society, administrations and institutions of the City, on the making of the project of interests for local community in 2011/2012, management of City Municipality of Palilula in the first half of this year organized several work meetings and panel discussions with representatives of interested associations and organizations in the city. The aim of talks was to observe the activities in one place and the possibility of establishing a dialogue of local authorities and NGOs in the European integration processes and program activities of City Municipality of Palilula. Project ideas were exchanged, views of local and regional development, discussed possibilities of cooperation between public and NGO sector in the accession process to EU, the improvement of project activities. According to Boban Mikic, member of Council of CM Palilula, who, on behalf of the President Prof. Dr Igor Novakovic signed the Memorandum, after months of consultation meetings with organizations of civil society was agreed that the next step be signing the Memorandum of Cooperation. This act effectively we opened a new stage in cooperation and achieving partnership of local authorities and NGOs. United Nations, in many of its resolutions and conventions, recognize the role of civil society in promoting social development, environmental protection and human rights, democracy and good governance. NGO sector includes a large number of people who are committed to these objectives. Civil dialogue as a dialogue with nongovernmental organizations (NGOs) in the past decade has become a very important issue and in the EU. The NGO sector has now grown into a recognizable social, political, economic, and increasingly a factor in the region. City Municipality of Palilula is profiled according to the European model, which the unit of local government determines not only as an administrative service of the local community but as partners who actively and effectively participate in the resolution of community problems. |
